Yea I think most jutsus should have both kinds of reqs.

this was completely useless topic cause NC already has mixture of lvl and stat for SOME jutsus while some are simply rank/lvl requirements.

Also remeber that the stat requirements are already "hidden" in each jutsus since in order to use em, certain chakra is required and your dmg won't be high enough for it to be any useful.
