yah , however they should be able to boot and invite to there village thats reasonable
oh and put up like a list of missing nins to be hunted down by anbu or something >.> ones from your village i mean

true but what happened when the kage found it missing he sent a ton of anbu jounin and chunin to find it for it contains jutsus like the soul jutsus satrutobi and yodaime used the scroll is SS rank secrets only kage and MAYBE a FEW seleted people can read it but those would be like kakshi level and stuff gai knows the lotus for he prob learnt it before it was forbidden and lee learnt it from gai so basicly forbidden scroll=SSS jutsus secrets and stuff naruto did not get in trouble for it was mizuki's fault and he only learnt kage bunshin if he would have leant some off the other jutsus.... he might of had a memory earse or maybe even death another reason naruto was un punished if because the 3rd liked him

I actually agree with Max on ANBU+ rank too, and for the kick out verb I'm sticking with it, but for village invite the Kage shouldn't be so dumb as to invite someone whos left the other villages and is just collecting jutsus, besides, when they re-join a village they should go down to gennin rank, that way the kage can decide wether or not to promote them so they can get the more powerful jutsus.

agreed on most points, its hard for a good kage to help their fellow villagers if some as's keeps killing them, by expeling them the village can become quiet, as for speacial jutsus thats easy:

           Leaf: 
    Moku Bunshin no jutsu : Wood Clone jutsu , speacial wood bunshin that was high defense.
    Moku Shouheki no jutsu: Wood Barrier jutsu, similar to the earth doton.
and Shiki Fuujin - Corpse Spirit Sealing Method. where the user and target would be sent to a small arena, loser is stuck there for like 5 mins.

           Sand:
    Chiyo's Resurrection jutsu, user gives up 2k stam and 1k chakra, to a person close to death(permant) this jutsu would take away from user and give to target for good
     Satetsu- Iron sand, user spits it out from the mouth can creat any weapon using it.
     Satetsu shigure- iron sand autumnal showers, user creates needles from iron sand in mid air and attack target, using megnetic ability through chakra, this justu would require a jutsu to allow to select a target (as if u chamnnged the targtes magenetice field) the "needles" would then go after the target (diffrence from demonic ice crystal mirrors is target is not traped)

           Mist:
     Goshokuzame- Five sharks eating, jutsu is liek a speacial jutsu that would be combined with the water prison jutsu. summons 5 sharks inside prison (yes i knw thats not what the techinque actually does but would be easier to make)
      Mizu no Tatsumaki - Tornado of water, basicly, tetsuuga icon but colored water. does damage also increased defense while in it.

           Cloud:
      Tornado lightning, a form similar to a tonrdao but of lighting is shot at/after target..
      Lighting Raiken, larger sword made of lighting. extremely powerful uses huge ammounts of chakra to make.

          Stone:
     Doryuu Jouheki - earth style rampart (can be used as an ultimmate defense.
     (if not already a jutsu) Doryuu taiga - earth flowing river. drags target downa nd away form user with mud.
      Iwa Fubuki- Rock snowstorm. large ammounts of rocks attack target.

           Sound:
     Kuchiyose: Rashoumon : summons a large demonic gate.
     Daitoppa- great breakthrough , large blast of wind, sends target back,
     Nan Kaizou - Soften Modification, user can attack people 2 blocks away instead of normal 1 blocks with tai attacks.
      Kuchiyose: three head serpent. just a thought.

           Akats:
        Shouten no jutsu- Shape Changing jutsu, user becomes dead person adn can sue anything that , that body could do, so this includes bloodlines, ( user kills "zec" a sharigan user, can now use sharingan) limited by chakra lvl.

All leaders should get Shunshin no jutsu, or all anbus and up should, this is the body flicker technique, allows user to teleport to locations.
