Surely if they lost...they wouldn't be able to surrender, as they've already lost. Surrender is when you're still fighting. They're should be a neutral area, like within the kage buildings and the spawn areas (no spawn killing, duh). Once you've been killed twice, you must stay in a neutral area, obviously. The person running the war, would have to choose someone (possibly themselves) to make a note of the people who have died and how many times. Also who is doing the killing, because if someone's died twice, and kills someone who's died once before, the kill would have to be disallowed, and the killer would have to be sorted out...Anyways, it could work.
Finally, possibly one person, if not multiple people would have to be going around checking for mass summonings, as they would be pretty much an automatic dq from the war, as its against the rules of the game anyway. Bugged chidori's would also not be allowed, however if say Max wished to participate, he would have to make sure every player knew beforehand about it, and try not to kill with the bug. As hard as this may sound, it might make it more interesting for those with the bug, and also allow them to participate.

Vincent, bugged chidori wont be in the game anyways, and the whole war system has been changed... I was going to make it so that u raid the oppoent's village at your will until their kage decides to surrender OR ill add a counter of deaths to see who ever reaches say... "200" deaths first during the war time would lose the war...
Sorry about the confusion, it was only because Ishimaru had mentioned this in the game, and that he'd wanted to do it today, I think...That's why I suggested my method before. And I like the death count method, but maybe not 200, or at least not to start with. Or make it choosable by the kage challenging, but don't allow them to choose something rediculous like 1 million deaths...
also someway to make it fair cause it will be unfair when one villiage has liek 10 people and continously wars with a villiage with just one... they couldnt do myuch about it especially if they sit there and mass kill the one person
maybe not allow wars with like 3 people difference (can be raised if more players play)
I think the defending village should have a decision in whether the war goes ahead, especially if there are options to choose from when starting a war. This would obviously be upto the kage, and if they believe that the village is either ready, or needs a good beating to get the villagers training, then they can accept. If not, the other village shouldn't be allowed to challenge them for say 20-30 minutes. Same if they defeat the village.
dude max...in all my time playing ive seen you on i think three or four times and ishi maby you just werent on when i said it hmm? and if you were who on this god forsaken earth has the time or patience to comb through every word said in a game through like 50 games?
