I think it would be cool to have people(or atleast kages) be able to send meassages back and forth to other players.This way villages could set up uber secret treaties with each other or a plan of attack against a certain village.
The meassengers could be like birds,frogs,or some kinda animal,but actually i was thinking about that lil mechanical creature that Chizo summoned up just before they encountered Itatchi.
They would arrive at their destination 5-10 after being sent(they would be sent 5 mins after your done writing the message).
After departing they would scurry along the map until they arrive at thier destination. Since they would be seen on the map they could be intercepted by other Nins,mabey not of the same village that the meassage was being sent to,and then could take the meassage to their Kage and then he could read it mabey finding out valuable information from other villages. If a MissingNin steals the meassage they could take read it and either take it to a NPC and sell it or depending on what the meassage contains they could offer it to the highest bidding village,and since the meassage could contain a plan of attack on a certain village or inportaint information,the villages would make it a top priority to buy the meassage and read it for themselves.
When the owner of the meassanger summons it with a summoning scroll(cannot be used in battle) A little box similar to the "World Chat" or "Squad Say" box would appear,at the top would be 2 little sub-boxes a TO: and a FROM: box,the TO: is the destination(player) and the FROM: is already filled in with the players name and village,underneath these 2 boxes would be where you type the meassage.
Once the meassage has been delivered/stolen and sold(or even just kept) the meassanger would dissapear into a puff of smoke until the owner summoned it again.
To be able to own a messanger you should be atleast a jounin and it would either be placed in your inventory when you reach this rank or you could buy it from the shop for yen.--There should be different kinds of meassangers,so there could be vairety to choose from when buying,or otherwise they could be given randomly when you reach the rank of jounin.

Only flaw would seem with the risk of people intercepting messages of treaties and such...
While it would be awesome if lets just say Leaf and Sand decided to team up against Mist... And a Mist villager intercepted the messenger and returned to tell the village of the coming attack...
I just fail to see why someone would risk such...
Perhaps if a new sort of "village warfare" system was implimented... Where certain villages got certain bonuses or yen based on how many kills or how often they won wars... The yen then went to the Kage/Advisors (new ranks are FUN) And then that was used as a special type of currency with the creator/mods to there by create more buildings, or some sort of better walling or something like that... Hell even glitter would work for upgrades... But then the Kage would be an even more desireable position... And villages would be far more enticing...
Not to mention going to war would have purpose... Of course there are flaws there too I suppose.
Ya know i actually thought of this(not as far into as you did) but i just couldnt think of anything else,i see what your saying,there would actually have to be a reason to go to war,a solution to this(borrowed from a non byond naruto game) is every village has "Rep Points" and for every enemy ninja kiiled by a ninja of your village,then you get 1 Rep Point,once you reach (random number) 2000 rep points the Kage can either decide to up everyones stats(mabey by like 100) or increase everyones bank accounts by like 2000 yen,this way there would be a reason for villages to war thus making the intercepting of meassengers practical~~~the only concern i have with this is that villages would be raiding each other like crazy just to get the stats or yen =[ anyway thanks for the idea Sovereignty!
