As seen in the show, the Sharingan eye has the ability to copy jutsus. the game should sue this feature to some aspect. Here's the ideas, and most of these are from Menzu's thread, so, Kudo's to him.
I.Sharingan 1-Give's the ability to copy 1 village jutsu. If it's a jutsu that does damage, example. Raikyuu, then not only is the Chakra cost doubled, but the jutsu is made noticiably weaker. If it's a jutsu that doesn't do damage like Doton Doryuuheki, then not only is the Chakra cost doubled, the time it stay's up is cut in half. After copying the jutsu, you lose 10000 Chakra Permanently.
II. Sharingan 2-Give's the ability to copy 1 more jutsu, added with the copied on from Sharingan 1.
III. Sharingan 3- 1 more jutsu is added to your list, with some aspect as before.
IV. Mangekyou Sharingan- 1 more jutsu added on, same deal as before.
Since this would make Uchiha's a little stronger based on jutsu copied, raise the requirements for the Sharingan levels.
Sharingan 1-Lvl 80
Sharingan 2- lvl 140 with 5,000 Ninjutsu and 3,500 Genjutsu
Sharingan 3- Lvl 200 with 10,000 Ninjutsu and 8,500 Genjutsu
Mangekyou Sharingan- Lvl 260 with 15,000 Ninjutsu and 12,500 Genjutsu
You're trying to gain more Naruto-istic stuff, but you're losing a lot too, Sharingan doesn't have a starting level, besides level one. And what Obito said, Reqs are crazy high.. not such a good idea anyways, If you copied all of the homings then you would be too pwnage to be legal.
