I was thinking maybe all the people with the bar "Staff" could get a verb command in there that either allows them to access world talk when its muted or just a side chat room so they can communicate without using announce.

Yes.. basicly a say verb but can be used for talking over world mute.

Staff doesn't need their own person chat window. And if they have anything that is important to say they have announce.

Savvy you know nothing, be quiet.. having a seperate say verb for staff would be an easy thing to code and also somthing that could not be abused... it would spare the server from any announce abusing mods..
