Ok, Kanshi had me thinking about us having a need for money. Well I thought maybe you should make the war system a MUCH bigger map, when a Kage loses, they lose money.
Now there should be a village bank that holds ALL of the money in the village. This way, the only way people can get money is only handed out by Kages or bankers when they do missions for them.(Yes, this could be highly abusable, but some Kages make Genins Kage just so they can get Chuunin and get it back.)
This is my own way of making villages actually lose their popularity, and actually destroy them. If a village is running out of money and is going bankrupt, they could sell some of their property to another village, or they could have their ninjas doing missions for another village. With that being said, there should only be a maximum of 2 wars from a Kage every week.
It's just 2 a week, and that's only if they go bankrupt and I would think the money is up to like 2 Million. This is should make villages actually think about training.
