Star had only a few villagers, and these villagers had tons of power, they were even thinking about taking over Leaf...If you don't put a limit of people able to go to Star then there goes an unbalance in the game.
I was thinking 10-15 people limit. Even though the number of people that play this game daily is around 40.
The only way you can pick star is if your reborn anyways, so considering thats the case and the fact that you will still have 2 more choises that are equaly as good, putting any kind of limit is just plain useless.
