Kite The Flaring Inuzuka...He declared war on Mist, sand, and Stone about 10 times in less than 3 minutes... He keeps on declaring wars and NEVER stops no matter who tells him. It annoys the hell out of me when I get this thing that says go help your village blah blah blah. Usually I do. Not anymore so I think Ukazi (The old Otokage) should be otokage again. Or for Kite TO CALM THE **** DOWN!

Psh Kites no where near as bad as nightmare, he probly delcares like 400 wars a day -_-; just impliment my 1 decloration per hour per kage idea and everything should be fine.
