SPIDER- spider clan can summon spiders and trap oppents some jutsus would be shakuyu no jutsu-blood sucking jutsu gives chakra (just made up random stuff for name >.>) tnagle jutsu and a spider tracker throw spider on somone and know there location.
THIEF- thiefs like missing nin can steal peoples money but they dont have to kill to get it theifs should learn a stun jutsu and while stunned be able to steal there money and maybe even items :) thiefs should start out with a knife in inventory and they learn a jutsu called 100 stabs (like the name it stabs and hurts based on tai)
KONOHAMARU- one thing for him could be like him being able to power up in times when hes almost dead this power should be called final wish ( he wants to be kage is where i got the name from)
SAKURA- finally a gen based clan sakuras should be able to decieve and trick there oppents like by blinding them or somthing sakuras are experts with kunai and there kunai will follow there target till it hits hard punch could be anthor thing since she seems to hit naruto hard and like konhomaru should be able to power up when about to die
UZAMAKI- tajuu kage bunshin summons buttload of kage bunshins. bunshin wall creates a wall of bunshin to act as a shield. AND UZAMKI SHOULD GET 50% OFF RAMEN :)
ZABUZA- should know water dragon and wat prism and the hidden mist move but zabuzas mist makes him invisble zabuzas should get 50% off of there blades at stores
ORO- i can only htink of one right know and that snake hands which increases tai
KAKASHI- the a thousand years off death thing (with kunai) half sharingan ( takes chakra when it is activated) can summon mor dogs than other people and takes less chakra to summon them
NEW JUTSUS
EVERYONE- everyone should know jirayas hair shield thing at level 100 and has to be jounin. next is for the kages and if you dont already know a summon you get this 75% the summoning jutsu that the 3rd uses against oro at there fight ( dont know the name )
CHUUNIN EXAMS- the 3rd one on one parts should be added only if mole is on he will make matches and decides who becomes chuunin

Hmm I think il give a few suggestions based off of whats already been mentioned as well as mabey a new idea or 2^^;
First off,
I think that the dog summons should be lowered to 3 for normal people, because honestly 5 is a bit overpowered now.
Kakashi:
That being the case i think kakashi clans should be able to summon 5 instead of 3 ^^ Also i belive his shari should drain health slowly, since in the show hes not able to use the shargian efficiantly and loses stamina^^'
Also i think he should learn daibakafu and the water dragon, as well as always learning raikari/chidori with a 33% chance of still learning rasengan on top of that like a normal person would. (since he has both in the manga)
Naruto:
On top of the previous naruto ideas i belive he should learn naruto rendan and nisan rendan, Also he should have a 100% chance of gaining a kyuubi if one locks onto him instead of a 50% chance ^^
Sakura:
I dont really like the idea of sakura being a gen clan.. i know we need some.. but even so her genjutsus were never anything amaseing in the show, shes a medic nin with massive power (much like tsunade) so perhaps instead of her you should just have a tsunade clan?
Tsunade:
Umm basicly some good medical jutsus, also she should have a chakra punch, since her massive strength is based off chakra. Also her sealing jutsu that allows her to massivly regenerate would be cool, perhaps a large amount of chakra or like a full heal + 10 second invincability?
Zabuza:
I really dont think we should bother with this one... its possibel to make a zabuza like char already if you wish.
Kisame:
Heres a good one, He can have a special weapon, his sama, which drains chakra with every hit and 50% of it recharges his. Also he should get water shark, as well as the 5 shark feeding frenzy jutsu. Also feel free to use a low level water jutsu or 2 if you want to give him some weaker jutsus for when hes a lower lvl (though i think it would be a bit more challenging if mabey he didnt learn anything good until around level 200 ^^) (err aside from his sword which he should start with)
Puppeteer:
I noticed you had plans to make a puppet clan, i just thought id throw in some ideas.
For one, puppets themselves should be bought/contructed to some degree, this should be a very expencive clan. Secondly I belive the number of puppets you can use at once should be based off your nin... (1k for 1, 4k for 2, 8k for 3, 12k for 4, 16k for 5 ect) (or a similar scale where by you start with close to the abalitly to use one, and you can get a 2nd without too much effort, but its not too easy to get several)
Nextly Human puppets should perhaps be an ability, im not sure exactly how youd like to do this, but perhaps somthing whereby you have a 20% chance of learning the jutsu, and if you do you can try to seal players into puppets. (the player will just die like a normal death) and the puppet would be about 35% of the players power, and able to use his jutsus (they would appear in your jutsu tab when the puppet is out), however to use this jutsu you need to defeat the player, then sacrifice 5k total chakra to make the puppet. (Thats 5000 from your maxmium trained chakra, not just useing up 5000 chakra, this will keep the jutsu from being over used, but still make it quite awsome^^)
Oro:
As for this one... in addition to kites ideas... perhaps add the immortality jutsu ( 40% chance to get it at level 300, will allow you to be reborn even if your in sound or akasuki, and even if youve already been reborn)
I think thats enough of an awsome thing that you dont need too much more for the clan^^ but perhaps his grasscutter sword as a special weapon? and mabey his 'greater' hidden snake jutsu ^^
Jiraya:
Another one i noticed you were already planning on doing, just some suggestions again^^
First off he should get rasengan 100%, secondly he should get his frog stomic summoning jutsu, which would likely be an area effect uber jutsu, possibly his best jutsu.
Also his hair spike jutsu thinger, as well as his swamp jutsu to stun larger areas. And his frog oil burning jutsu, which he should only be able to use when gamabunta is summoned.
Sarutobi:
This would be a fun clan. katon flameing mud bullet jutsu used on oro, as well as kyuuendan, his doton wall, and ability to summon enma the monkey king.
Enma should be able to transform into the dimond pole, which would automaticly be equiped to add lots of extra tai power.
Also sarutobi clans should get the deathgod sealing jutsu (mabey a 20% chance to learn) which would auto kill anyone in exchange for the players life as well.
Hopefuly some of these can be implimented^^ As a final note though, you may want to consider putting in an ability to specialy unlock some of these clans as you play (so that newbs can start off as say a sannin or sarutobi class) and once unlocked will be avilible to you whenever you are makeing a new character ^^
Sarutobi would be the family name of the 3rd hokage, and he would be whom i was reffering to. Though yes Asuma and konohamaru are also of this family name, however its not actualy a clan in the manga, just a family name^^;
Oh Also if you looking for more gen useing clans... Try makeing a Kurenia clan, it can have random genjutsus seen in the show^^ also you may wish to add a genjutsu to the uchiha clan, since there only one isnt really based off gen to my knowlage, just needs it in order to be learned^^;
Ooooh, talking about that, I was watching eps 203 - 206 today with her in it, and I think we should add that one gen clan.... I can't remember it... but that one dangerous girl (that was assigned to Kurenu) was in... But... I don't know if they show enough genjutsus to be added...

Noooo it wasnt once matched with the uchiha clan, because it doesnt exist, because its not suppose to do with the naruto world, its made up dribble developed by a bunch of people who cant write.
The reason everyone hates filler is because its not offical naruto stuff, its just trash that was made up by a bunch of no ones that often contradicts itself or messes up other things since its made without effort or thought. Things like filler end up makeing animes watches underrate what would normal be an amaseing series.

Mmm Strego wanted some ideas on how to unlock differernt clans, so here goes.
Oro clan unlock: You must be a level 300+ sound nin with edo-tensin, and you must have used edo-tensin at least 15000 times.
Jiraya Clan Unlock: You must have a level 300+ uzumaki clan char who has all 3 rasengans, is able to summon gamabunta, and has used sexy jutsu at least 15000 times.
Tsunade clan unlock: You need a level 300+ medic nin, with at least 30k tai.
Sarutobi clan unlock: Have a level 300 reborn Konohamaru, with at least 40k nin.
Also replying to Suedos idea about rebirth Seal (tsunades seal) If we were to use that then She would also take a Minus amount of health per second penalty after she uses it because in the manga it shows it has side affects (older age/stamina drainage afterwards)
As to the Shinigami sealing, why not?Oo It would cause a stale mate and would be hard to hit the person with. Kind of like a last gamble senario for a hard to get character.
As for the tsunade thing.... yes thats true... but then in the same sence people should lose health after useing kyuubi >.>
But umm, mabey the invincability should be stretched another 10 seconds, then after words shes left with like 5% health?
O.O...Hi suedo =D (Sky, Alphose)... i think for unlocking clans u should just reach a certain lv (like 300 for rebirth)...u could either choose to rebirth to another village or unlock a special clan but u start at lv 1 with none of ur past jutsus (like u just made a new char)
well sudo the useage of jutsu is a bit much if you ask me summon and others take to much chakra to summon if you are using the kage bunshin thing as a base then know it only cost fifty chakra to summon one so 15000 times to use a jutsu is very useless umm also the levels to unlock them are not unlocking them in that way it still the same as being reborn except a whole new character and no clan jutsu to start off with so you just might as well make a new character this is the reason why most people dont reborn they feel that they worked hard on their character so why must they reborn

First Haruno, Sarutobi, Momochi, and hatake arent clans they are last names and if there was going to be a sakura clan i doubt it would be sakuras clan when Kurenei is the best genjutsu specialist in leaf so i think if there is going to be genjutsu clan it should be Kurenei and and the Spider clan is a great idea i think and also i think we should be able to learn jiraiyas hair protection except for gaara clan sense they have sand sphere
