this is my idea for jutsu learning and using system; coding it could take several weeks but i bet it will make game better... much better
First: after creating a character you are totall NOOB... you have only stat, inventory and command tab, you even dont know how to punch!!!; you must talk to all teachers in academy to know what is taijutsu, ninjutsu and genjutsu (than more tabs will appear) doujutsu you can learn from 'clan master'; jutsus can be learnt from NPCs, scrolls and other players*; scrolls can be bought in shops, getted while missions and found as a drop from npc enemy :] ; players can teach other players only if they mastered jutsu that they want teach; after player learn jutsu from scroll... this scroll magically disappears xP, when you learn jutsu from NPC... NPC wont disappear ;P ;
Second: when you learn a jutsu, verb of this jutsu appears in suitable tab; tab constuction will be unique, jutsus will be listed in column, on the right from jutsu verb there will be jutsu stats... theses stats will look like this: [perform frequency-in %]/[power-in %]/[special stat] - [mastery lvl-lvls: B, A, M] ; perform freq: we all know what it means, in all types of jutsu (nin, gen and even tai) to rise it player need to 'think' about this jutsu with 'meditate' verb; power: in nin and tai its strength of jutsu, in gen it's lenght of jutsu, rise it by doing this jutsu; special stat: if jutsu have something special in it self, this jutsu have special stat, for eg special stat in bunshin jutsus describe number of bunshins player can have at a time, in area jutsus it describes effect area of this jutsu etc, rise it by doing this jutsu(for nin) or thinking about this jutsu (for gen); mastery lvl: something only for players, B-basic(X=1%to99%) A-advanced(X=100%) M-mastered(X=101%!!!), X=([perform frequency]+[power])/2 , you can reach 101% only when you do jutsu like 99999999999 ( ^^ ) times after you reach advanced lvl of this jutsu, after you reach M lvl of jutsu, you can teach other players this jutsu;

--==EDITED==-- Fourth: taijutsu will by quite different; default perform frequency and power of all tai jutsus will be 50% (not 1% like in nin and gen); and now... punch wont have stats but every fighting style will have (like basic, tekken and clan styles)
