this is based on the fact that teh hokage could use dotons as well as katons
you have a choice AFTER like lv 100 to train under a different villiage YOU STILL ARE FROM ORIGINAL VILLIAGE but lets say this is the rule after 20 lv's uinder the trainer you learn the first of there villiage jutsu's then after 40 lv's second but you cannot learn there final jutsu so sand cannot learn endan leaf cannot learn sabaku sousou etc so lets say im lv 100 train under earth at lv 120 i learn first doton lv 140 i learn second
this way you could learn for most part all villiage jutsus but youd have to be really high lv but still cannot learn final jutsus so there is a bonus to being in a certai villiage
The training system is "similar" but the jutsu learning system has been toughened.. so yeah.. ill just leave it at that for now... and ill maybe make another guide for when u learn each jutsus.
you can pick one villiage after you learn all your villiage jutsu's and it take sthat many lvs as the req to learn it lets say im leaf learned all katons and picked sound idk req but letsd say lv req was 46 it would take me 46 to learn that jutsu is next was 48 take me two more lv afte that but you can only pick one villiage and cant change afterwards
max you kniow what fine you can copy another villages jutsus but the kage gets the power to summon anbu i mean really like dog or whatever and spwn kill you and if you win agaist 200 anbu and every player would be able to spwn kill you till do or die for 10 mins for thata is what happens fi a kage does not like it in the show they would hunt you down also thjere is a cech if the anbu kill you for the time they can take all your jutsus away from you so no max if a village sees you useing there private jutsus ya know like some pople can use the doton thtaa brings you underground for earth does not care but if earth saw a non kage useing there jutsus they might be mad so the kage of the village if at all shoudl aproove and you should eb jounin/kage to get it also the village should choose which ones you can use like earth might not mind you useing there tai attack but earth wall and the nin might be of limits sorry for my gramer i am was in a hurry

wth you never make sense they wouldnt get mad for gods sake and if you watched anime theres other people that use different villiages jutsus they arenmt villiage only the villiage just specilizes in them theres no problem if you can learn the first couple jutsus from a damn villiage i said you cant learn final ones lik ein sand theyd only learn fuutons not sabaku's if earth dome is in we wouldnt learn that they wouldnt learn endan or ice mirrors or anything like that you make no sense at all
max would it be fair if i have earth wall self heal and housenka hmm would i not be able to use the wall for protect then use katon to kill you hmm you would be saying *drizzt is abuseing the village shar systhem he is using akton and wall plus when i hit him he heals thata should be illagal* or some noob would say it for people think thata cheating i would get mad if max got any doton jutsus for they are good liek earth wall if max had earth wall and katon well max you want want katon/earth then eb a earth uchiha but you are always uchiha leaf so you wnat more village jutsus well amx remeber thata if you be uchiha earth or uchiha mist you still get katon and the village jutsus so be smart for crying out loud you talk without through for anyone when there are easyer ways without any abusing or overpowered people with every ele at hand

Waterfall village and star village and you have to do missions to get in both...
For star... you have to go through a labrinth (Maze) and find the star thief then slay him and return the missing item back to the village for a 35% chnce of joining :P
Waterfall... you defeat the invaders and rescue the hero water for a 50% chance of joining
