It could be a sand jutsu, but I don't think it'd be fair to allow everyone to use it, as its supposed to be quite powerful, and I wouldn't want the puppets to be reduced due to everyone using them, or increasing the level, as it could be similar to the inuzuka clan if made clan-like.
ok well then make it so that every one can hav puppets and maybe attack and decoys but we caint do the clan moves like the clan can were u can get trapped in it and then swords shoved in it and kills you or it can throw kunai or its arms can pop out and stab you :P make only clan can do that
To be honest, there's no need for everyone to get puppets, as you have kage bunshins, bunshins and all the kuchiyose summons (the dog being the most easily abused, so I think it should be limited slightly, a bit like the kage bunshins. Up to you stego though.) Anyways, my final verdict is that puppets should be just for kankuro clan.
Lol, even so, you could always make a second character that is of the Kankuro clan, if it is introduced. I thought of another clan however, being the Kidomaru clan, which is the spider one. There are quite a few jutsu's for them, so if you decide to add any new clans, just ask me to post them XD.
I've also been told that some people want a Tayuya clan, although I'm not so sure.
