There should be a requirment on the kage promotion, since a kage could easily make there level 30 chuunin friend a anbu elite. You could set an overall req for the verb so if the kage promotes somone to low it wont allow it.
thats stupid. Kages are ment to set the standards for the village if they want to make them low they will have a weak village the opp if they have high standards
